Committee will promote efficient and accountable implementation of the $6.5 billion Measure A transportation sales tax program
The Sacramento Transportation Authority is soliciting interested persons to represent County taxpayers during implementation of the New Measure A transportation sales tax program. The Independent Taxpayer Oversight Committee (ITOC) will promote financial integrity and program performance.
Sacramento, CA (STA) November 4, 2009 – The Sacramento Transportation Authority (STA) is seeking three volunteers to serve on the new Measure A Independent Taxpayer Oversight Committee (ITOC). The ITOC will supervise fiscal and performance audits regarding the use of Measure A transportation sales tax funds, and will provide independent program review to ensure that all affected funds are spent in accordance with the provisions of the Measure A Expenditure Plan and Ordinance as approved by Sacramento County voters.
The STA Board is seeking applications from interested persons (active or retired) who possess the following professional and community credentials:
- A senior-level professional in municipal auditing, finance, and/or budgeting
- A licensed civil engineer or professional transportation planner
- A manager of large development or construction projects
The ITOC will also include the STA’s Board Chair and Executive Director and the County Auditor, who will all serve in a non-voting, advisory role.
The ITOC concept was highlighted during the 2004 Measure A election campaign in a printed mail piece featuring a bulldog and the caption, “We’ve brought in a watchdog to guard your Measure A transportation dollars.” “Creation of the ITOC fulfills a promise made to Sacramento County voters that the New Measure A program will be implemented in an efficient and transparent manner,” said STA Board Chair and Sacramento City Councilman Ray Tretheway. “It will help ensure that County taxpayers receive maximum protection and return on their transportation sales tax dollars,” he added.

About the Sacramento Transportation Authority (STA): The STA is the Countywide agency formed in 1988 to administer the Measure A ½-percent Countywide transportation sales tax program. The governing board consists of representatives of the County Board of Supervisors and all of the incorporated cities. The original Measure A program expired on March 31, 2009. In November 2004, over 75% of Sacramento County voters approved a new Measure A sales tax program to 2039. This 30-year extension will generate more than $6 billion in sales tax and development impact fee revenues for transportation improvements, operations, and maintenance.
