Reducing Congestion Through Measure A.

Traffic congestion affects how we get to work, school, appointments, businesses, and destinations throughout Sacramento County. When voters approved Measure A, reducing congestion was one of the transportation priorities they asked us to address.

Measure A does that in several ways. The voter-approved Expenditure Plan invests in local arterial roads that carry trips through our communities, transit improvements that provide alternatives to driving alone, and freeway projects that address major bottlenecks and improve regional travel.

Those investments have produced results. STA’s budget identifies more than $1.5 billion in completed capital projects supported by Measure A. Many of these projects fall within three voter-approved programs specifically designed to improve mobility and address congestion.

Local Arterial Program

Most trips begin or end on a local roadway. The Local Arterial Program invests in major corridors that connect neighborhoods with jobs, schools, shopping, freeways, transit, and other destinations.

Measure A has helped complete major arterial improvements throughout Sacramento County, including:

  • Hazel Avenue Improvements between Highway 50 and Madison Ave.
  • Folsom Boulevard improvements between Bradshaw Rd. And Sunrise Blvd.
  • Bradshaw Road improvements between Calvine Rd. and Florin Rd.
  • Greenback Lane improvements between I-80 and Fair Oaks Blvd.
  • Sunrise Boulevard improvements between Folsom Blvd and White Rock Rd.
  • Antelope Road improvements between Roseville Rd. and I-80
  • Folsom Bridge Crossing

Together, completed Local Arterial Program projects represent approximately $358 million in transportation investment. These projects have added roadway capacity, improved intersections and traffic operations, strengthened connections, and made major local corridors work better for everyone.

Transit Congestion Relief Program

Reducing congestion also means providing people with reliable alternatives to driving alone.

Measure A has supported completed improvements to SacRT’s light rail system, including the Blue Line extension to Cosumnes River College, the Green Line extension to 7th & Richards/Township 9, and improvements to the Gold Line in the I-80 corridor.

These completed projects represent more than $319 million in transit investment and help expand the transportation choices available to Sacramento County residents.

Freeway Safety and Congestion Relief Program

Measure A also addresses congestion on some of the region’s most heavily traveled freeways by improving bottleneck interchanges and investing in HOV lanes that provide more reliable travel for carpools and transit.

Completed investments include freeway interchange improvements at:

  • Cosumnes Boulevard/I-5
  • Central Galt/SR 99
  • Grant Line Road/SR 99
  • Sheldon Road/SR 99
  • Watt Avenue/Highway 50

Measure A has also helped deliver regional HOV improvements, including FixSac5 on Interstate 5, Highway 50 HOV lanes, and I-80 HOV lanes between I-5 and the Capital City Freeway.

These projects improve freeway access, address bottlenecks, add capacity for carpools and transit, and provide more reliable travel during congested periods.

There is no single project—or single type of project—that can solve traffic congestion across a county as large and diverse as Sacramento. It takes a coordinated transportation system.

That is what voters asked Measure A to support: better local roads, more transit choices, and strategic freeway improvements working together to improve how people move throughout Sacramento County.

STA’s job is to make sure those voter-approved transportation dollars are allocated and leveraged to deliver those improvements. The completed projects in our budget demonstrate what that commitment has already accomplished. Measure A continues putting local transportation dollars to work to reduce congestion and improve mobility throughout Sacramento County.
