We all want to get from here to there as smoothly as possible. So, when Sacramento County voters approved the Measure A Transportation Expenditure Plan, they identified bus and carpool lanes on Interstate 5 from Elk Grove to Interstate 80 as a project they wanted Measure A to help fund. STA put those voter-approved Measure A dollars to work by partnering with Caltrans to help deliver the FixSac5 Project and construct High Occupancy Vehicle (HOV) lanes along Interstate 5.

The completed FixSac5 Project added bus/carpool, or High Occupancy Vehicle (HOV), lanes on I-5 from Elk Grove to US 50. Combined with other I-5 HOV improvements, the project has helped create nearly 25 miles of HOV lanes designed to provide a more reliable travel option for carpools, vanpools, and transit buses during congested peak travel periods.

STA provided $27.2 million in Measure A funding toward the FixSac5 Project, helping Caltrans leverage additional state and federal transportation funding to deliver the $370 million project.

Key Project Features:

• New HOV lanes: Added capacity for carpools, vanpools, and transit buses along the I-5 corridor.
• Pavement rehabilitation: Improved existing pavement to provide a smoother and more reliable roadway.
• Traffic operations improvements: Included ramp metering and other improvements to help manage traffic along the corridor.
• Safety and infrastructure improvements: Included sound walls, fiber optic infrastructure, and replacement of a pedestrian overcrossing.

Congestion Relief Benefits:

• Provides a more reliable travel option during congested peak periods
• Carries more people through the corridor using fewer vehicles
• Improves traffic operations and mobility along Interstate 5
• Supports more reliable transit service
• Makes more efficient use of existing freeway infrastructure

FixSac5 demonstrates Measure A working as voters intended. Sacramento County voters approved funding for I-5 bus and carpool lanes, and STA helped turn that commitment into a completed project by providing Measure A funding for the HOV lanes. The result is additional capacity and a more reliable travel option for carpools and transit users along one of Sacramento County’s busiest freeway corridors.
